Internal Waters. Within the archipelagic waters, the Director of Natural Resources shall draw closing lines for the delimitation of internal waters. Such lines shall be drawn between appropriate low-tide elevations, and shall surround each island or group of islands, including any reef system, lagoon, or bay. The waters between Tinian and Aguiguan and between Tinian and Saipan, as well as the waters surrounded by the islands of Maug, are specifically included as internal waters.
