§ 1135. Implementation. (a) The sovereignty and jurisdiction of the Commonwealth in the internal waters, archipelagic waters, territorial sea, exclusive economic zone, and contiguous zone shall be exercised pursuant to the laws of the Commonwealth, and shall, to the maximum extent practicable, conform to applicable international conventions and customary international law, including the ICNT. The Governor shall promptly inform the legislature when any change in such conventions or such law suggests a need for change in the laws of the Commonwealth. (b) In the absence of any law for the management of any resource or activity, the protection of the environment, or the exercise of appropriate governmental functions, in the areas referred to in subsection (a) of this section, the Governor may, except as otherwise provided in this chapter, provide by executive order for interim regulation of such matters.
