§ 12101. Short Title. This chapter provides for and may be cited as the Rota Casino Act of 2007. Source: Rota Local Initiative 1 (2007), § 1, modified. Commission Comment: The Commission modified this section pursuant to 1 CMC § 3806(d). The Commission substituted “chapter” for “act.” Rota Local Initiative 1 (2007) took effect on November 17, 2007. It contained a savings provision and the following effective date provision: Section 19. Effective Date: This Act shall become effective when approved by the voters and the results certified in the manner prescribed by law. The commission determined the effective date of the Rota Casino Act based on the date when the November 2007 general election results were certified. Article IX of the CNMI Constitution provides that “[a]n initiative petition that has been approved by the voters shall take effect thirty days after the date of the election unless the petition provides otherwise.” Section 19 provides otherwise (the day the results are certified); therefore, November 17, 2007 is the effective date of the Rota Casino Act of 2007.
