3 CMC § 12102

Legislative Intent. This Chapter shall serve to: (a) Strengthen many of the existing manpower training programs administered by the Commonwealth government by consolidating such under one governing board to avoid expensive duplication of functions; (b) Expand and strengthen career and technical training programs and trades training within the Commonwealth of the Northern Mariana Islands but not supplant, replace, or duplicate the career and technical education programs at the Northern Marianas College (NMC) or the Public School System (PSS); (c) Expand short-term and extension programs in skills training; (d) Strengthen job placement programs in the field of career and technical training and trades skills development; (e) Establish a government and private sector collaboration, including stakeholders for the development of a comprehensive five-year job training plan and its implementation; and (f) Authorize the establishment of career and technical training programs in each senatorial district in collaboration with each respective mayor. Commission Comment: In codifying PL 20-92, the Commission did not codify the introductory sentence to this section, which read: “This Act shall be construed in accordance with the following legislative intent: It is the legislative intent to add a new Chapter 12 to Title 3 of Division 1 of the CNMI Code.” The Commission changed capitalization in this section for conformity pursuant to 1 CMC § 3806(f) and struck “and” at the end of (c) pursuant to 1 CMC § 3806(g).
