DIVISION 1: FIRST SENATORIAL DISTRICT (ROTA)

§ 12131. Casino Licenses. (a) The Commission shall, by regulation, set forth licensing criteria for the ownership and operation of casinos on Rota, provided that such licensing criteria shall not be designed to give any casino a competitive advantage over any other casino. (b) There shall be no restrictions on the total number of casino licenses. However, the Commission may establish a cap in the number of licenses should it become necessary, in the interest of public health, safety, and/or welfare. (c) There shall be no general restrictions on the number of casinos that may be owned or operated by a single person or group of persons, provided that such restrictions may be imposed on a specific person or group if, as a result of an investigation or other circumstance, the Commission determines that such restrictions are warranted, in the interest of public health, safety and/or welfare.
