§ 12136. Change of Licensee. No license may be sold, assigned, pledged, transferred, or otherwise alienated or encumbered without the express written permission of the Commission or as the Commission may by regulation provide. A change in the ownership or control of a license shall be considered a transfer of a license under this section. No sale or lease of a casino (or of a larger establishment of which casino is a part) or contract for its operation or management may be entered into, except – (a) Before a license is granted, if such sale, lease or contract was considered by the Commission in its decision whether to grant the license; or (b) After a license is granted and after any necessary investigation, with the express written permission of the Commission, which shall not be withheld unreasonably.
