§ 1224. Use of Public Parks or Public Recreation Purposes. The use of Commonwealth-owned submerged lands for public parks, public recreation purposes, or public marinas that are completely owned, operated and managed by the Commonwealth government shall be granted without charge if the submerged land improvements are available to the general public on an unreserved first-come, first-served basis and are not managed to produce a profit.
