Delegation of Authority to the Governor; Strict Construction. The Authority granted to the Governor pursuant to 2 CMC § 1412 shall be otherwise strictly construed, and any further understandings or agreements between the United States of America and the Commonwealth of the Northern Mariana Islands pertaining to the waters herein authorized for lease shall be approved by law.
