§ 1611. Organization and Qualification of Members. The youth congress shall be the judge of the selection and qualification of its members. It shall elect officers, consisting of speaker, vice speaker, legislative secretary and floor leader. It shall establish standing and special committees essential to carry out its functions as set forth in 1 CMC § 1603. The youth congress shall adopt rules and procedures not inconsistent with this chapter or the rules of the House of Representatives of the Northern Marianas Commonwealth Legislature.
