§ 1613. Operations. The Legislative Bureau may provide staff services to the youth congress. The youth congress is authorized to employ on a full-time or part-time basis staff consisting of a secretary and other essential personnel subject to the availability of funds. The youth congress shall first consider utilizing the staff of the Legislative Bureau before hiring necessary personnel.
