§ 1616. Compensation. Members of the youth congress shall not be compensated for each regular session meeting they attend. Members from Rota and Tinian shall be provided air transportation and subsistence allowance at the established Commonwealth government rates. Commission Comment: Public Law 15-128 was enacted into law on February 5, 2008, and contained the following findings and purpose in addition to severability and savings clause provisions: Section 1. Findings and Purpose. The Youth Congress finds and declares all of the following: (a) Pursuant to PL 8-27 the CNMI Youth Congress Senators are lawfully owed $25 per session; (b)The CNMI government has not been able to pay the money due to Youth Senators since the 8th CNMI Youth Congress; (c) The CNMI is in a state of great financial need and ought to limit its expenditures to those that are most necessary; (d)Relieving the CNMI government of the burden of paying Youth Senators will benefit the government's economic state and as well as lessen the risk of the Youth Congress being terminated as an austerity measure; (e) Senators who are serving their terms as volunteers will be able to embrace a deeper commitment to service and dedication to our community; and (f) Senators who are serving their terms as volunteers will still receive a great educational experience and essential exposure to Legislative workings still be equipped to perform all the functions they currently perform, and still be able to contribute vitally to the youth of the CNMI.
