DIVISION 1: FIRST SENATORIAL DISTRICT (ROTA)
§ 17101. Short Title. This Act shall be cited as the “Rota DPW Equipment Rental Act of 2025.” Source: RLL 24-04, § 2 (Nov. 14, 2025). Commission Comment: RLL 24-04 included the following Findings and Purpose section: Findings and Purpose. The Legislature finds that the Rota Department of Public Works (Rota DPW) plays a vital role in maintaining the island’s infrastructure, including roads, public facilities, and other essential community services. In the course of its operations, the Department owns and maintains various types of heavy equipment and machinery to support both public and private projects. The Legislature further finds that maintenance, fueling, and operational costs of this equipment are significant, and current funding is limited. Allowing the Department to charge reasonable fees for the use of its equipment will not only help offset operational costs but also ensure that such equipment remains available and in good working condition for the benefit of the Rota community. The purpose of this Act is to authorize the collection of equipment-use fees, create a dedicated revolving account for such revenues, and provide clear guidelines for the management and expenditure of these funds to ensure transparency, accountability, and sustainability of the Department’s operations.
