3 CMC § 1801

Requirements to Provide Selective Service System Information. (a) The Public School System and the Northern Marianas College shall provide registration forms, at least 30 days before the student’s eighteenth birthday, to any of its students who is required to register with Selective Service System in accordance with Military Selective Service Act, 50 U.S.C. Appx. Section 451 et seq. (b) The Public School System and the Northern Marianas College shall further provide appropriate instructions for returning completed registration forms to the Selective Service personnel. (c) The Commissioner of Education and the President of the Northern Marianas College shall designate a staff person in each high school and at the Northern Marianas College to distribute selective service registration forms to students as provided in subsection (a) of this section. (d) The Department of Education and the Northern Marianas College may issue rules and regulations to ensure compliance with the provisions of this chapter. Source: PL 11-39, § 1, modified. Commission Comment: PL 11-39 took effect on September 18, 1998. PL 11-39 contained severability and savings clauses as follows: Section 2. Severability. If any provision of this Act or the application of any such provision to any person or circumstance should be held invalid by a court of competent jurisdiction, the remainder of this Act or the application of its provisions to persons or circumstances other than those to which it is held invalid shall not be affected thereby. Section 3. Savings Clause. This Act and any repealer contained herein shall not be construed as affecting any existing right acquired under contract or acquired under statutes repealed or under any rule, regulation or order adopted under the statutes. Repealers contained in this Act shall not affect any proceeding instituted under or pursuant to prior law. The enactment of this Act shall not have the effect of terminating, or in any way modifying, any liability, civil or criminal, which shall already be in existence at the date this Act becomes effective.
