Authorization to Establish the Commonwealth Mitigation Bank. The establishment of the Commonwealth Mitigation Bank is hereby authorized under the management and control of the Department of Lands and Natural Resources and pursuant to such terms and conditions as may be agreed upon in any Agreement between the CNMI and the United States Fish and Wildlife Service.
