Promulgation of Regulations. (a) The Director of Customs and Biosecurity shall promulgate customs and biosecurity regulations governing plant and animal quarantines and relating to the administration and enforcement of the controls established by this chapter. Letters and memoranda may be issued from time to time by the Director of Customs and Biosecurity relating to the administration and enforcement of such controls, quarantines, and customs and biosecurity regulations. (b) Emergency orders relating to domestic quarantine may be issued from time to time by the Director of Customs and Biosecurity provided such orders are not in conflict with the controls, quarantines, and customs and biosecurity regulations promulgated pursuant to subsection (a) of this section.
