§ 20126. CNMI Veterans Cemetery. (a) There is established a CNMI Veterans Cemetery in Marpi, Saipan, on public land designated as Lot No. 053 A 27, which shall be used for the burial of persons who served honorably in the United States Armed Forces and their spouses and dependents. (b) To establish, own, operate and maintain satellite Veterans Cemeteries in Tinian and Rota on public land designated by 1 CMC § 20133 and 1 CMC § 20132, respectively. (c) The executive officer for the Office of the Military Liaison and Veteran Affairs shall establish guidelines for the control and operation of the veterans cemetery in Marpi, Saipan. Commission Comment: The Commission added “for” before “the control” in subsection (c) to correct a manifest error pursuant to 1 CMC § 3806(g). PL 18-10 (May 31, 2013) contained savings and severability clauses. The Commission also substituted 1 CMC §§ 20132 and 20133 for Public Laws 17-60 and Public Law 17-84 respectively pursuant to 1 CMC § 3806(c). PL 18-10 also included: Section 1. Findings and Purpose. The Legislature finds that the Commonwealth received a Veterans Cemetery Construction Project Grant in the amount of $1,666,980 from the U.S. Department of Veterans Affairs in August 2005 for the construction of a CNMI Veterans Cemetery. The CNMI Veterans Cemetery construction commenced in September 2005 and is now completed. Public Law 17-61 officially established a CNMI Veterans Cemetery in Marpi, Saipan, under the jurisdiction and control of the Office of Military Liaison and Veteran Affairs and to set the guidelines for the operation, maintenance, and funding of the veterans cemetery. The intent and purpose of this Act is to amend PL 17-61 to include language to establish, own, operate and maintain satellite Veterans Cemeteries in Tinian and Rota which will allow the CNMI Veterans Affairs Office to apply for a Tribal Cemetery Grant to help secure funds to realize its fruition.
