§ 20314. Signing. (a) It shall be the responsibility of each and every property owner, trustee, lessee, agent and occupant of each residence, apartment building, business or industry to purchase, post and maintain address numbers as required under this Article at all times. (b) Physical addresses: Physical address numbers shall be clearly readable from the roadway and displayed on the side of the building which faces the main vehicle access. All displayed street numbers shall be in Arabic form (0, 1, 2, 3). If an address is posted at the intersection of its access road and public or private road for visibility, the address sign shall be no less than four feet or more than six feet above the ground on a substantial, maintained support structure. A “mailbox” structure in compliance with U.S. Postal Publication 28 may also be used to satisfy this requirement. The view of the address shall be kept unobstructed and maintained by the property owner and shall not conflict with any other numbers posted nor be concealed in any manner. All primary letters, numbers, and symbols shall be a minimum of four inches in height and shall contrast with the background color and be reflective. Private street name sign materials and installation shall conform to the M.U.T.C.D. and Municipal policy. The sign shall be installed within 120 days of notice of approval of the street name or before any construction starts on any structure accessed by that street, whichever is later. (c) Road signs: Road signs (private and public) shall meet the standards of the latest edition of the Manual of Uniform Traffic Control Devices (M.U.T.C.D.). Public road signs shall be green with white lettering. Private road signs shall be blue with white lettering. Private road signs shall be erected under the guidance of the CNMI Department of Public Works. Source: Tinian LL 15-11, § 2 (2914), modified.
