§ 2075. Health Coordinating Council: Appointment; Procedures. (a) There is in the Commonwealth government the Commonwealth Health Coordinating Council, composed of 16 members appointed by the Governor from a list of nominees submitted by the Commonwealth Health Planning and Development Agency. Members of the council serve at the pleasure of the Governor. At least one-half the members of the council shall be consumers rather than providers of health services. Of the 16 council members, three shall be from Tinian, three shall be from Rota, and 10 shall be from Saipan. One Saipan member shall represent the islands north of Saipan. If the Commonwealth obtains a waiver from the federal regulations requiring 16 council members, the Governor may remove any member from the council to reduce the total number of council members pursuant to the waiver. (b) The council shall select a chairman and vice-chairman from among its members by a simple majority vote. It shall conduct its business meetings in public, meet at least once each calendar quarter, and establish its own rules of procedure in matters not covered by this article. The chairman shall provide council members with notice at least one week before any meeting. (c) Council members shall serve for four years; provided, that of the members first appointed, four shall serve for one year, four shall serve for two years, four shall serve for three years, and four shall serve for four years. (d) Members of the Commonwealth Health Coordinating Council on February 24, 1983, shall serve out their present terms. When these present terms expire, new members shall be appointed pursuant to subsection (a) of this section. (e) The chairman and vice-chairman of the council on February 24, 1983, shall serve until such time as the council established by this law selects a chairman and vice-chairman pursuant to subsection (b) of this section. (f) A majority of the membership of the council constitutes a quorum. (g) Members of the council are to serve without pay, but shall be reimbursed for reasonable and necessary expenses incurred in the performance of their duties.
