§ 2076. Health Coordinating Council: Powers and Duties. The Commonwealth Health Coordinating Council shall have the following powers and duties: (a) To review and approve, disapprove, or modify the preliminary health plan developed by the agency and based upon such preliminary plan, as approved or modified, prepare a Commonwealth health plan for submission to the Governor; (b) To hold public hearings in connection with the development and review of the Commonwealth health plan; (c) To review the Commonwealth health plan not less than annually, and after consideration of any preliminary revision recommended by the agency, revise such plan as necessary; (d) To certify that the Commonwealth Medical Facilities Plan of the agency is consistent with the Commonwealth health plan; (e) To review and make recommendations on the budget of the agency and to approve or disapprove the grant applications of the agency to federal government officials; and (f) To review and recommend rules and regulations to the agency regarding the administration of the certificate of need programs.
