Findings. The legislature finds and declares that: (a) To promote the political, economic, cultural, and educational advancement of the people of the Northern Mariana Islands and their progressive development towards self-government and self-reliance, it is essential that the air and sea navigation and transportation within and to and from the Commonwealth must be developed to their fullest potential; and (b) To accomplish these ends, the best, most economical, and most useful means is through the formation of an autonomous, self-sustaining Commonwealth Ports Authority.
