§ 2130. Employees; Personnel Rights. The board shall establish rules and regulations governing the selection, promotion, performance evaluation, demotion, suspension, dismissal, and other disciplinary rules for employees of the authority. (a) Employees of the authority, excluding its directors and officers specified in 2 CMC §§ 2126 and 2127 who are not full-time employees, may be members of the Commonwealth Retirement Fund in the same manner as if they were employees of an agency of the Commonwealth. The authority shall contribute to the Commonwealth Retirement Fund on the basis of annual billings as determined by the governing authorities thereof. (b) Employees of the authority shall be eligible to participate in any Commonwealth health and life insurance plan, and shall accumulate leave time in accordance with applicable Commonwealth laws. The authority shall also contribute to the Workmen’s Compensation Fund on the basis of annual billings as determined by the governing authorities thereof. (c) Notwithstanding any other provision of law, neither the executive director, secretary, treasurer, comptroller, nor attorney of the authority, nor any consultants hired on less than full-time basis by the authority shall be within the classified service of the Commonwealth, but shall be hired, compensated, and employed under the terms and conditions fixed by and at the pleasure of the board.
