§ 2213. Penalties and Enforcement. (a) Any person who willfully violates or permits or causes a violation of any provision of this article shall be fined not more than $1,000 or imprisoned not more than three months, or both, upon conviction by a court of competent jurisdiction. (b) Any person who violates or permits or causes a violation of any provision of this article shall be subject to a civil penalty not more than $1,000 for each violation. If such violation is a continuing one, each day of such violation shall constitute a separate offense. The civil penalty shall be determined, assessed, compromised, and collected in the same manner as other civil penalties assessed by the authority. (c) Any structure set up, erected, constructed, altered, enlarged, converted, moved, or maintained contrary to the provisions of this article, shall be, and the same is hereby declared to be, unlawful and a public nuisance, the authority shall immediately commence action or proceedings for the abatement and removal and enjoinment thereof in the manner provided by law, and shall take such other steps, and shall apply to such court or courts as may have jurisdiction to grant relief as will abate or remove such structure, and restrain and enjoin any person from setting up, erecting, building, maintaining, or using any such structures or using any property contrary to the provision of this article.
