Bulk Quantity Marine Fueling: Legislative Findings. Recent interest has been expressed by several businesses and corporations in establishing within Commonwealth waters and in the vicinity of several of the ports of the Commonwealth bulk marine fueling and bunkering facilities. The legislature makes the following findings concerning these ventures: (a) The Northern Mariana Islands are well suited to such ventures in a geographical sense due to close proximity to the international shipping lanes. (b) The Northern Mariana Islands are interested in the establishment of such businesses in the Commonwealth so long as such businesses are operated in a safe, nonpolluting manner. (c) Ventures of the size contemplated, utilizing ships up to 150,000 DWT class for storage and smaller bunkering barges to refuel major ocean-going vessels in close proximity to the harbors of the Commonwealth, are known to pose potential dangers to navigational safety and environmental quality.
