Bulk Quantity Marine Fueling: Legislative Purpose. It is the purpose of this article to provide for the prompt establishment of the bulk marine fueling and bunkering business within the ports and waters of the Commonwealth and to authorize the Commonwealth Ports Authority to manage and regulate this business in the interests of navigational safety and environmental quality.
