TITLE 10: LOCAL LAWS

DIVISION 2: SECOND SENATORIAL DISTRICT (TINIAN, ETC.)

§ 2413. Duties of Board; Rules and Regulations; Disputes; Cockfighting Referee. The board shall have all powers reasonably necessary and incidental to the fulfillment of its purposes and duties, including but not limited to the following: (a) To render assistance to organizations and individuals interested in the promotion of a better and efficient cockfight. (b) To promulgate rules and regulations pertaining to the organization of the board and to cockfighting and cockfight gaming, as may be necessary to enable the board to carry out the intent of this chapter. Such regulations shall be consistent with Commonwealth law. (c) To receive, review, and decide any dispute arising from cockfighting, including but not limited to, the revocation of a franchise license granted pursuant to this chapter. The decisions of the board shall be final, except that an aggrieved party may seek review of the board’s decision in a court of competent jurisdiction by filing an action in such court within 30 days of the board’s final decision. (d) To select, license, and provide reasonable compensation for a cockfight referee, who shall perform such duties as the board, by regulation, may prescribe. (e) To designate, by regulations, the time, hours, and permissible location of cockfight gaming activities. Source: Tinian LL 6-2, § 4. According to PL 3-90, §7(a) (reprinted in the preface material, prior to title 1), “section headings . . . do not in any manner affect the scope, meaning, or intent of the provisions of this Code.”
