§ 2420. Rule-making Authority. Within nine months of this Act becoming law, the Department of Public Safety shall adopt rules and regulations necessary to implement the provisions of this Act. Such rules and regulations shall include but are not limited to: (a) The establishment of a reasonable fee schedule to cover the cost of implementing the provisions of this Act; (b) Requiring the following persons to enroll in the driver education program: (1) A person holding a valid operator’s license who has been cited for three traffic violations within a one-year period; or (2) A person whose license has been revoked.
