§ 2523. Disaster Control Office: Commonwealth Disaster Plan. The Disaster Control Officer shall prepare, maintain, and keep current the Commonwealth disaster plan. This plan may include: (a) Prevention and minimization of injury and damage caused by disaster; (b) Prompt and effective response to disaster; (c) Emergency relief; (d) Identification of areas particularly vulnerable to disaster; (e) Recommendations for zoning, building codes, and other land-use controls, safety measures for securing mobile homes or other nonpermanent or semipermanent structures, and other preventative and preparedness measures designed to eliminate or reduce disasters or their impacts; (f) Assistance to local officials in designing local emergency action plans; (g) Authorization and procedures for the erection or other construction of temporary works designed to protect against or mitigate danger, damage, or loss from flood, conflagration, or other disasters; (h) Preparation and distribution of catalogs of federal, governmental, and private assistance programs to appropriate Commonwealth officials; (i) Organization of manpower and chain of command; (j) Coordination of federal, governmental and local disaster activities; (k) Coordination of the Commonwealth disaster plan with the disaster plans for the United States government; and (l) Other necessary and appropriate matters relating to disaster relief and assistance and to the maintenance and upkeep of the disaster preparedness state emergency plan.
