§ 2933. Designation (for Affordable Housing Subdivision). A portion of public land immediately southeast of the FPA Quarry and north of the existing roadway connecting 8th Avenue and Broadway intersection leading to Marpo Heights, shall be designated and assigned by the Department of Public Lands to the Northern Marianas Housing Corporation for the development of an affordable housing subdivision. This area of land shall be no less than 100,000 square meters to accommodate approximately 100 future house lots and homes. Source: PL14-41, § 2, modified. Commission Comment: The Commission inserted the text in parentheses in the section title. The Commission also changed the original reference to the Marianas Public Lands Authority to the Department of Public Lands in accordance with the global amendment mandated by PL 15-2, § 4. PL 14-41 took effect on November 19, 2004, and contained the following findings and purpose, in addition to severability and savings provisions: Section 1. Findings and Purpose. The Legislature finds that the Northern Marianas Housing Corporation (NMHC) has successfully developed an affordable housing subdivision for first time homeowners in Koblerville on the island of Saipan. The Legislature further finds that NMHC is in the process of bidding out a contract for a second subdivision on the island of Saipan. Furthermore, the Legislature commends NMHC and the CNMI Housing Task Force for constructing affordable homes for those Saipan residents who have had difficulty in financing their first homes. However, the Legislature finds that the people of Tinian should also be given the opportunity to avail of an affordable housing subdivision project. The Legislature further finds that NMHC would be willing to include Tinian in their affordable housing construction plans if an area of land could be made available for this purpose. Therefore it is the purpose of this Act to reserve an area of land on the island of Tinian for the immediate and future development of affordable housing projects on the island.
