Principles. The Public School System, at the preschool, elementary, middle school, and secondary levels, shall be established and organized by law, and pursuant to regulations issued by the Board or its authorized designees. The Board shall establish the philosophy, goals, and guiding principles in harmony with Constitutional mandates. The Commissioner is authorized by the Board to implement the established philosophy, goals, and guiding principles of the Public School System.
