Powers, Functions, and Duties of the Department. The department shall: (a) Establish rules, regulations, and policies for the licensing and operation of day care centers within the Commonwealth. (b) Grant operation certificates to entities which meet licensing requirements. (c) Provide employment history and background screening of prospective employees of programs through local child abuse and neglect registry, and through nationwide criminal record checks. (d) Collect data and conduct child care research. Source: PL 4-67, § 5.
