Purpose

Purpose. The purpose of this chapter is to improve and promote effective library services for the people of the Commonwealth. The Commonwealth Library Council created by this chapter will create a primary interlibrary loan, information, reference, and referral center for all libraries in the Commonwealth. This chapter assigns to the council responsibility for public library and information services for the general public. Source: PL 7-18, § 2. Commission Comment: Executive Order 94-3, the “Second Reorganization Plan of 1994” (effective August 23, 1994), reorganized the Commonwealth government executive branch, changed agency names and official titles and effected numerous other revisions. According to Executive Order 943, § 308(e): (e) Library Council. The Commonwealth Library Council is allocated to the Department of Community and Cultural Affairs for purposes of administration and coordination.
