Regulations and Legislative Oversight. (a) The Secretary, the Secretary of Public Health, the Commonwealth immigration authority, and any other government agency so authorized by this part shall promulgate regulations to implement the intent of this part pursuant to the Administrative Procedure Act (1 CMC § 9101 et seq.), including the delegation of any duties as imposed herein. (b) Any changes to the regulations after the effective date of this part, before coming into effect, shall be put before the Legislature for thirty days and may be rejected in whole or in part by joint resolution.
