Purpose

Purpose. It is the intent of this chapter to require dive instructors and tour leaders to be certified and to obtain substantial liability insurance in order to ensure that only skilled divers who adhere to the strict standards of safe diving established by national and international diving organizations will be permitted to provide, for profit, recreational dive services to residents and tourists in the Commonwealth. It is not the intent of this chapter to affect in any way recreational divers who charter a vessel for transportation to a dive site but do not require or utilize the services of a tour guide or dive instructor.
