§ 3006. Appropriation of Costs of Administration. No later than July 1 preceding each regular session of the Commonwealth Legislature, the Social Security Administrator after consultation with the United States Commissioner of Social Security or his designee shall submit to the legislature a detailed estimate of the amount of money required to be appropriated for the next ensuing fiscal period, from October 1 through September 30 of the following year, for the proper conduct of the Commonwealth Social Security Retirement System (including amounts necessary to reimburse agencies of the government of the United States for services performed in the administration of this division), and the number of employees for which provision is made. The budget shall be so presented as to show in addition to the amount which is estimated to be required (1) the actual expenditures for the last completed fiscal period; (2) the estimated expenditures for the fiscal period in progress, together with such summaries, schedules, and supporting data as may be deemed necessary; (3) a statement showing the estimated condition of the Northern Mariana Islands Social Security Retirement Fund at the close of the fiscal year in progress; and (4) a balanced summary of actual receipts and expenditures under the Fund for the last completed fiscal year, and estimated receipts for the fiscal year in progress and for the ensuing year. The Commonwealth Legislature shall appropriate the amount necessary for the administrative cost and operations of the Commonwealth Social Security Retirement System from the monies in the Northern Mariana Islands Social Security Retirement Fund in excess of the amount required under 3 CMC § 3703 for maintenance of the contingency reserved account within the Fund. If the monies in the Fund are not adequate the legislature shall appropriate a sum equal to the deficiency from any supplements provided by the United States to the Commonwealth under Covenant art.
