§ 30301. Definitions. In this Act: (a) “Office of the Mayor” means the Mayors of Saipan or Northern Islands. (b) “Minor” means a person less than 18 years of age. (c) “Person” means an individual, including a minor, who is a resident of Saipan or Northern Islands and who is: (1) A citizen of the United States as defined by United States Law or Constitution of the Commonwealth; or (2) Citizen or permanent resident of Saipan or Northern Islands as may be defined by law; or (3) Legally admitted into Saipan or Northern Islands pursuant to the Compacts entered into between the “Freely Associated States” of Micronesia and the United States. (d) “Senior Citizen” means a person more than 55 years of age. (e) “Freely Associated States” means the Republic of Palau. Source: Saipan LL 13-16, § 3. Commission Comment: SLL 13-16 was enacted on July 2, 2003 and contained a title, findings, severability, and savings clause provisions. According to SLL 13-16: Section 1. Title. This Act may be cited as the “Saipan or Northern Islands Resident Identification Card Program Act of 2002.” Section 2. Findings. The Saipan and Northern Islands Legislative Delegation finds that local banks, stores and other business establishments require proper identification to cash personal, government, company and other checks. Also, the Saipan and Northern Islands Legislative Delegation finds that there are still many residents who do not have a driver’s license or other forms of identification card to properly identify them. Further, the Saipan and Northern Islands Legislative Delegation finds that this local government identification card could be used to allow U.S. citizens residing on Saipan to enter Guam and other U.S. Territories in lieu of a U.S. Passport in emergency cases. To this end, the Saipan and Northern Islands Legislative Delegation believes that issuance of this Saipan or Northern Islands Identification Card will reduce, if not, eliminate the problem of a true and correct identification of a Saipan or Northern Islands resident.
