§ 30504. Authority to Interpret; and to Make, Alter, and Repeal Rules. The Administrator is authorized to interpret this Chapter and to make, alter, and repeal rules and regulations in conformity to this Chapter to implement the requirements hereof, subject to the appeal process specified herein. All regulations, rules, and interpretations shall be in writing and promulgated or otherwise noticed in accordance with the Commonwealth Administrative Procedure Act, 1 CMC §§ 9101–9115.
