§ 3131. Definitions. For the purposes of this article: (a) “Gross unladen weight” means total weight of the vehicle and appertaining parts without any load or burden. (b) “Gross laden weight” as applied to any motor truck or other motor vehicle designed to carry a load other than passengers shall be one-and-one-half times the gross unladen weight as determined by subsection (a) of this section. (c) “Gross laden weight” as applied to any motor bus or for hire vehicle with a seating capacity of 12 or more persons shall be the gross unladen weight of such vehicle as determined by subsection (a) of this section plus the seating capacity, including the operator’s seat, multiplied at 150 pounds per seat. According to Saipan LL 8-2, § 1: The Third Senatorial Delegation finds that the traffic of heavy construction machinery and other heavy vehicles causes deterioration of the primary and secondary roads on the island of Saipan. This deterioration is more severe due to Saipan’s increasing construction activity and development. The Delegation finds that it is proper and appropriate to assess fees for the use of public roads from the operators of these vehicles.
