§ 3134. Exemptions. The following vehicles are exempt from this article: (a) Any vehicle with a gross unladen weight of less than 3,000 lbs.; (b) Any passenger vehicle with seating designed for less than 12 passengers and used for noncommercial purposes; (c) Government vehicles; and (d) Flat bed trucks with a gross laden weight of not more than 12,150 pounds.
