§ 3136. Saipan Village and Secondary Road Fund. (a) As set forth in 1 CMC § 1408, the Director of Finance shall establish a special subaccount of the Saipan Local Delegation Account which shall be designated as the “Saipan Village and Secondary Road Fund.” (b) All fees collected pursuant to this article shall be deposited into the Saipan Village and Secondary Road Fund. The Saipan Village and Secondary Road Fund shall be divided into four subaccounts for each of the election precincts of Saipan for the purpose of depositing equal amounts into each sub-account. The funds deposited in each sub-account shall be expended exclusively on projects and equipment for the construction, repair, and maintenance of secondary roads for each respective election precinct on the island of Saipan, subject to appropriation by the Saipan legislative delegation. Commission Comment: With respect to the reference to the “Director of Finance,” see Executive Order 94-3 (effective August 23, 1994), reorganizing the executive branch, changing agency names and official titles, and effecting other changes. SLL 14-16 took effect on January 25, 2005, and contained severability and savings provisions, in addition to an amendment to 10 CMC § 3133(b).
