§ 3154. Implementation of Numbering of Streets. (a) Once the master map becomes effective, the Mayor of Saipan is hereby instructed to proceed to assign addresses to all buildings located on the island of Saipan in accordance with the following provisions: (1) Creation of Numbering System. The Mayor of Saipan shall prepare a master numbering map in accordance with this section. The street naming and addressing master map shall be based on the street naming and addressing standards as set out in the Street-Naming and Property-Numbering Systems, by Margaret A. Corwin (1978), and the Street Addressing Standards and Guidelines for the State of Georgia, as prepared by the Georgia Spatial Data Infrastructure, GIS (geographic information system) Coordinating Committee, Framework Transportation Technical Group (August 2000). These standards comply with the United States Postal Service standard for door-to-door delivery of mail. (2) The 0,0 grid is located in the Pacific Ocean from Agingan Point of Saipan. The grid measurement is six meters per one street address number. The 0,0 grid will derive all beginning from north and east number when the number of roads has been established. It is situated on 4,400 meters east longitude and 500 meters north latitude of the reference numerical system in meters, and ending on 2,700 meters north latitude and 3490 meters east longitude. (b) Implementation by Mayor of Saipan. The Mayor of Saipan shall promptly implement the Saipan street naming and addressing master map as follows: (1) The Mayor of Saipan shall immediately create and expeditiously post street name and street number range signs for named streets in Saipan. (2) Simultaneously, the Mayor of Saipan shall deliver in person written notification to all homeowners and owners of commercial and noncommercial buildings of their assigned designated street address number. (3) As new buildings are built or as new parcels are submitted (providing for a subdivision with streets), the Mayor of Saipan shall assign the new buildings or subdivision lots their designated street address number. Commission Comment: In codifying SLL 11-3, subsections designated with capital letters have been changed to lower case letters, subsections designated with lower case letters have been changed to lower case roman numerals, and subsections designated with lower case roman numerals have been changed to capital letters to comply with standard code formatting. SLL 13-17 was enacted on July 3, 2003 and contained findings and purpose, severability, and savings clause provisions. The findings and purpose of SLL 13-17 stated:

The Saipan Street Sign and Numbering Projects are well underway under the auspices of the Office of the Mayor. However, at this time the Legislature finds that to expedite the implementation of the Street Numbering Master Map for the island of Saipan pursuant to Saipan Local Law No. 11-3, it is necessary to change the datum point of the Saipan Street numbering system from the Capitol Hill area to a new location southwest of Agingan Point at the coordinates N: 44,474.1785 m; E: 46,536.9626 m. The reason for this change is the present datum point for the street numbering system is the intersection at the Capitol Hill Post Office. Using the quadrant system for numbering from that reference point, the island is divided into north-south, east-west sections. Certain roads, therefore, would have a north or south designation in reference to their location from the datum point. For example, all numbers on Chalan Pale Arnold would be North Chalan Pale Arnold, north of the Isa Drive intersection with Chalan Pale Arnold. Unfortunately, the street sign contract has preceded the numbering contract and the signs have already been ordered for installation. To reorder signs now, and to add an N., S., E., or W., to specific roads would require a costly change order and further delay. The Legislature, therefore, finds that the simple solution, with no added costs involved, is to simply change the datum point to a location that is not affected by directional changes. In codifying SLL 21-14, the Commission numbered the paragraph beginning “The 0,0 grid” as (2) and renumbered “(i),” “(ii),” and “(iii)” to (1), (2), and (3) in subsection (b) pursuant to 1 CMC § 3806(a). The Commission inserted a period after “longitude” at the end of (a)(2) pursuant to 1 CMC § 3806(g).
