§ 3158. Street Signage. The Mayor of Saipan shall be responsible for reviewing any change of street name as proposed by any government agency or private member of the public, and shall have full discretion whether to approve or disapprove such proposal. The Mayor of Saipan shall charge the agency or private member of the public requesting a change of street name a fee that covers the actual cost to produce the new street name sign plus 40 percent of the actual cost to cover its administrative processing and labor cost to install the new street name sign. No new street name sign shall be installed until full payment of the charge is paid and received by the Mayor of Saipan. The Mayor of Saipan shall deliver to the presiding officer of the Saipan local delegation a written report showing all change of street names approved and installed, the amount collected and received by the Mayor of Saipan. The amount collected and received by the Mayor of Saipan shall be deposited into an account to be established by the Secretary of the Department of Finance. The Mayor of Saipan shall be the expenditure authority of the funds deposited into this account. The Mayor of Saipan shall expend the funds only for expenses incurred in implementing the master map, which may include paying for operational cost and Saipan street naming and addressing personnel cost.
