§ 3196. Animal Overpopulation Control. To curb the overpopulation of stray animals in the CNMI, all animals that are found abandoned, unattended, emaciated or in severe bad health may be lawfully captured by the animal control office at the Mayor’s Office and be adopted out, or, if necessary, humanely euthanized in accordance with the American Veterinary Medical Association standards.
