§ 3313. Hours Designated. It shall be unlawful for any minor to loiter in or about any public streets, highways, roads, alleys, parks, public buildings, places of amusement and entertainment, restaurants, cafes and other eateries, or vacant lots and places within the island of Saipan during and between the hours of 10:00 p.m. and 5:00 a.m. if the minor is 16 years of age or older and during and between the hours of 9:00 p.m. and 5:00 a.m. if the minor is less than 16 years of age. Saipan LL 11-4 contained purpose, findings, severability, and savings clauses as follows: Section 1. Purpose. The purpose of this Act is to amend the curfew hours designated between the hours from 11:00 p.m. and 5:00 a.m. and expand it to begin at 10:00 p.m. and end at 5:00 a.m. the following day. Section 2. Findings. The Legislature finds that there was an increase in juvenile related crime committed in Fiscal Year 1997 as documented in a report submitted by the Division of Youth Services. The Legislature further finds that the increase were significant in the area of burglary and theft and assault and battery. ... Section 4. Severability. If any provision of this Act or the application of any such provision to any person or circumstance should be held invalid by a court of competent jurisdiction, the remainder of this Act or the application of its provisions to persons or circumstances other than those to which it is held invalid shall not be affected thereby. Section 5. Savings Clause. This Act and any repealer contained herein shall not be construed as affecting any existing right acquired under contract or acquired under statutes repealed or under any rule, regulation or order adopted under the statutes. Repealers contained in this Act shall not affect any proceeding instituted under or pursuant to prior law. The enactment of this Act shall not have the effect of terminating, or in any way modifying, any liability, civil or criminal, which shall already be in existence at the date this Act becomes effective.
