Recycling. (a) At any collection point or disposal site the permittee, or in the case of transfer stations or other solid waste management facilities operated by the Department of Public Works, the director shall provide for the segregation from other solid wastes and from each other those components which can be recycled profitably either within the Commonwealth or by shipment to recycling operations outside the Commonwealth. (b) Fees for collection and disposal of solid wastes shall be structured so as to encourage such segregation by the public and be consistent with the economic value of the components.
