§ 3608. Bid Proposal. A bid proposal for the operation of a cockpit shall be submitted to the office of the Mayor of Saipan any day within a period of 10 days from the date fixed in the notice for the submission of a bid proposal. Each bid shall be accompanied by a non-refundable deposit of $500 payable to the Commonwealth Treasury. All bids submitted must be sealed and will be publicly opened five days after the deadline date for the submission of bids at the time and place stated in the bid notice. The minimum bid which can be received and accepted by the Mayor of Saipan and the cockpit board shall be the sum of $20,000 per year, which shall be paid no later than 24 hours following the bid award.
