DIVISION 3: THE ENVIRONMENT
§ 3903. Regulations. Within 180 days after the enactment of this article or as soon as possible thereafter, the Secretary of the CNMI Department of Lands and Natural Resources (DLNR) shall promulgate rules and regulations necessary to carry out the intent of this article inclusive of monitoring procedures and proper vetting of potential licensing applicants to ensure that the applicant is a person or an entity in good standing.
