Grant on Prepaid Concession Fee Basis. At any port of entry where the Commonwealth Ports Authority determines prepayment of the concession fee to be desirable or necessary to supplement available public funds for purposes of constructing, expanding, or improving port of entry facilities, including space for the facilities necessary for the operation under the concession, it may require offers, bids, or proposals on the basis of a prepaid minimum concession fee.
