Regulations. The Commonwealth Ports Authority shall promulgate such rules and regulations as it deems necessary to carry out the provisions and intent of this chapter. Specifically, the Commonwealth Ports Authority shall promulgate rules and regulations to implement the concession program as provided in this chapter, including the process for award of a concession per 4 CMC § 2206, and may commence solicitation for bids or proposals for concessions under this chapter upon their promulgation.
