Licensure of Professionals. In order to safeguard life, health and property, no person except those exempted by Section 3213 of this Chapter, shall practice or offer to practice professional engineering, architecture, land surveying, landscape architecture or real property appraisal in the Commonwealth unless such person is duly licensed or certified under this Chapter by the Board.
