Actions to Recover Usurious Amounts. No action shall be maintained in any court of the Commonwealth to recover a higher rate of interest than two percent per month on the balance due upon any contract made in the Commonwealth on or after February 15, 1965, involving a principal sum of $300 or less, nor to recover a higher rate of interest than one percent per month on the balance due on any such contract involving a principal sum of over $300.
